Avoid Procurement Headaches with Readymade Frameworks

08/07/19

Under EU and UK law, procurement can be a tedious process in the public sector. Equal opportunity laws cause a lot of competition, adding time and cost to finding the right supplier, and with Brexit looming large on the horizon there is an added, somewhat unknown, layer of complexity yet to come.

One of the best ways to minimise spend and research time is to join an already established national framework.

In a readymade framework the contract has been pre-negotiated and distributors/suppliers have already been appointed, reducing the cost and man-hours of procurement for the public authority or institution. In the majority of cases a system is in place to enact a smooth transition onto the framework, further lowering the amount of work needed.

Readymade frameworks have other benefits for public sector organisations. These include access to a rapid distribution network, easy on-boarding, long-term price stability, long-term maintenance and professional after-sales/technical support. By negating the supplier research process and joining a framework you will become part of a pre-existing system that has no downtime, ensuring you are always stocked with the products and equipment you need.

For example, Aero healthcare has supplied the Metropolitan Police Service and large portions of the other UK police and fire services with important first aid products and life-saving devices since 2009. Since the re-tender in 2013 the network has been opened up nationally to all blue light services across the country. In 2018 we were reappointed to the framework, allowing us to continue offering a simple, streamlined procurement process to vital national services.

In 2011, through another national framework, we began supplying Scotland’s councils. And in 2018 the retender by Scotland Excel extended the invitation to all 32 councils. Currently we supply more than 90% of Scottish councils, leveraging our extensive supply chain to deliver crucial products and equipment to even the most remote locations.

As the UK’s time in the EU becomes short, procurement cycles and processes are bound to change. This is an unpredictable time for the public sector and you can minimise the pain of an uncertain business environment by relying on a readymade framework.
